Summary: Adds a new article to Title 32 (Professions and Occupations) establishing a cosmetology licensure interstate compact, which allows cosmetology licensees to apply for a multistate cosmetology license issued by their home state. The member states create and establish a joint government agency known as the Cosmetology Licensure Compact Commission, which is an instrumentality of the member states acting jointly, and Commission powers and duties are listed. The Commission is authorized to establish an Executive Committee to act on behalf of the Commission, and the duties of the Committee are listed. Specifies regulations for Commission meetings. The Commission is authorized to levy on and collect an annual assessment from each member state to cover the cost of Commission operations. Establishes a process for the Commission to make rules. School districts and charter schools are not required to administer the kindergarten entry evaluation tool adopted by the State Board of Education and are authorized to select appropriate evaluation methods and/or assessments to administer to kindergarten students. Summary: In determining the validity of claims for unemployment insurance benefits, the Arizona Department of Economic Security (ADES) would have been prohibited from paying benefits for an initial or ongoing claim until the initial claim was cross-checked, or an ongoing claim was cross-checked on a weekly basis, against a list of data sets, including new hire reporting systems and death records databases. If a cross-check resulted in information indicating that a claim was ineligible or fraudulent, that claim would have been prohibited from being paid, and the claimant would have been disqualified from receiving benefits and referred for prosecution. To qualify for benefits, an individual would have been required to conduct at least five work search actions each week and to provide a weekly report to ADES that detailed the work search actions. Employers would have been required to report to ADES when an individual who was previously employed with that employer refused to return to work or accept an offer of suitable work, failed to appear for a scheduled interview, or failed to respond to an offer of employment. AS VETOED BY GOVERNOR. In her veto message, the Governor stated that this legislation undermines ADES efforts to modernize the unemployment insurance claims system.

Summary: Beginning January 1, 2024, a person who is convicted of a misdemeanor is allowed to petition the convicting court for an expungement of the record of conviction. Some exceptions. After a hearing on the petition, if the judge believes that justice will be served, the judge is required to order that all records of the person's conviction that are in the custody of the court be sealed with accompanying justification and must deliver a copy of the order to all law enforcement agencies and courts. The order must require that all law enforcement agencies and courts not release copies of the records to any person except on order of the court. Summary: Reduces the maximum amount of unemployment insurance benefits during a benefit year to between 12 and 20 times the individual's weekly benefit amount, based on the unemployment rate in the prior calendar quarter, as follows: 12 times for an unemployment rate of 5 percent or less; 13 times for an unemployment rate of 5 to 5.5 percent; 14 times for an unemployment rate of 5.5 to 6 percent; 15 times for an unemployment rate of 6 to 6.5 percent; 16 times for an unemployment rate of 6.5 to 7 percent; 17 times for an unemployment rate of 7 to 7.5 percent; 18 times for an unemployment rate of 7.5 to 8 percent; 19 times for an unemployment rate of 8 to 8.5 percent; and 20 times for an unemployment rate of more than 8.5 percent. Previously, the maximum was 26 times the weekly benefit amount if the unemployment rate was 5 percent or more, and 24 times the weekly benefit amount if the unemployment rate was less than 5 percent.

A student enrolled full-time or part-time in Arizona online instruction will be funded in the same manner as funding provided for a student in a remote setting, instead of funded at specified percentages of the base support level that would be calculated if that student were enrolled in a school district or charter school.

Summary: Alternative schools within a school district and alternative charter schools, instead of school districts and charter schools, that provide instruction to high school students and that are not also an online course provider are authorized to offer a dropout recovery program. Online course providers and online schools that provide Arizona online instruction are prohibited from providing a dropout recovery program. The Arizona Department of Education (ADE) is required to create and maintain a list of alternative schools that offer a dropout recovery program, and the educational management organization, if any, that provides dropout recover program services to each school. Schools are authorized to apply to ADE to operate a dropout recovery program, and ADE is required to determine whether the school meets the criteria to operate a program and notify the school of its decision within 30 days. The school has 30 days to respond and appeal an ADE decision. Schools are required to notify ADE within 30 days after entering or terminating a contract with an educational management organization for dropout recovery program services. SB1209 - Education and career exploration program

Summary: The State Board of Education must require public schools to complete an Arizona education and career action plan for each student in grades 9 through 12 before the student's graduation, and to review and update each Arizona education and career action plan at least once per year. The Arizona Department of Education (ADE) is required to establish and administer an Early Education and Career Exploration Program to assist public schools in fulfilling these requirements. Subject to available monies, ADE is required to contract with a nonprofit entity to provide a career mapping tool that meets specified requirements, including matching students with work-based learning opportunities, and to provide training and resources for individuals who are implementing the Arizona education and career action plan requirements. By December 31, 2023 and each year after, ADE is required to submit an annual report to the Governor and the Legislature on the Program and the newly established Early Education and Career Exploration Program Fund. Appropriates $25 million from the general fund in FY2023-24 to the Fund.

SB1427 - Carrying of firearms; exceptions

Summary: Various changes to statutes relating to firearms. A person cannot be prohibited from possessing a firearm except in a jail, correctional facility, or juvenile detention facility; by order of a judge or justice or other court order; in a secured police facility; in a located prohibited by federal law; or pursuant to any state or federal law that makes the person a prohibited possessor. It is no longer unlawful for any person to possess a firearm while on the licensed premises of an on-sale liquor retailer, or for any person in possession of a firearm while on the licensed premises of an on-sale liquor retailer to consume spirituous liquor. Repeals statute allowing liquor licensees to post a sign prohibiting the possession of weapons on the licensed premises. A person with a concealed weapons permit is no longer required to carry the permit at all times when the person is in actual possession of the concealed weapon and is no longer required to present the concealed weapons permit to any law enforcement officer on request.

Summary: Establishes the state student funding formula for school districts that elect to use it. Each school district that uses the state student funding formula and each charter school will calculate the base support level as already prescribed in statute, and add the base support level to state additional assistance. The amount of state additional assistance is $2,025.29 per student count in preschool programs for students with disabilities, kindergarten programs, and grades 1 through 8, and $2,360.44 per student count in grades 9 through 12. For charter schools, the base support level is the equalization assistance for the charter school. A school district that provides instruction to students in any combination of kindergarten programs and grades 1 through 12 is authorized to elect to use the state student funding formula to determine the school district's support level if the district does not have an override in place and either does not owe any debt service payment on any class A or class B bond, or has four or fewer remaining fiscal years in which it is scheduled to make payments on any class A or class B bond. If the estimated total school district primary property tax rate will be greater than the prior year when electing to use the state student funding formula, the school district governing board is required to submit the question of whether to use the formula to the voters. A school district that is using the state student funding formula is prohibited from using any other source of property tax-generated funding, from receiving any funding from the Arizona Department of Administration Division of School Facilities or the School Facilities Oversight Board, and from receiving district additional assistance. Establishes bonus requirements and amounts. Appropriates $5 million from the general fund in FY2023-24 to the newly established Dual Enrollment Incentive Fund. Appropriates $500,000 from the general fund in FY2023-24 to the newly established Dual Enrollment Development Fund to provide incentive bonuses to teachers who provide instruction in at least one dual enrollment course. Appropriates $15 million from the general fund in FY2023-24 to the newly established Dual Enrollment Student Fund to provide financial assistance to students who pass a qualifying dual enrollment course and meet other specified criteria. Appropriates $5 million from the general fund in FY2023-24 to the Program. AS PASSED SENATE
